The annual U.N. climate change summit, hosted in the United Arab Emirates, faced some big questions: Can an oil-producing state effectively lead this year’s negotiations to ramp up climate action? Is a phase-out of fossil fuels on or off the agenda? What would a working “loss and damage” fund look like – and who would fill it and benefit from it? And how can lagging climate action be speeded sufficiently to protect people from the worst impacts of climate change?
